Environment protection product fee must be paid upon certain designated products in Hungary and any activities with such products must be reported to the Customs Office. Based on this report the Authority puts the customer in a registration and issues a registry code, the so-called VPID and GLN code numbers. These codes must be applied in the whole process of activities with these products. The client must calculate the net amount of the environment protection product fee on a monthly basis and a report must be made on it similarly to the tax returns based on the Act on Taxation. Those entities that are obliged to make the returns monthly, must submit this report also on a monthly basis. Those ones that make the returns quarterly or annually, must submit the report on a quarterly basis to VPOP (Hungarian Customs and Finance Guard). This report must be submitted even if the client did not deal with such products in the subject month or quarter and did not use such products for its own purposes and no such payment obligation was generated on any other title. The product fee on imported goods must be declared and paid at the time of customs clearance of the import shipment. The environment protection product fee on the goods coming from EU must be reported on a specific form or via an electronic system to VPOP. We can help this process by consultancy and/or by preparing the report. The authority is very active in control activities and they generally impose serious fines. Unfortunately the Act on Environment Protection is very complex and not easy to overview and to fully comply. It is basically the reason of the numerous amendments and too detailed definition of relevant product groups. As we experience, most of the companies do not know this law and they are not aware of its importance.
